Tri-County Community Corrections was formed in 1976 through Joint Powers Legislation and provides correctional services to the communities of Norman, Polk and Red Lake Counties.  The three counties are located in northwestern Minnesota and have a combined population of 42,541 according to the 2010 census.  Population centers are East Grand Forks and Crookston in Polk County; Ada in Norman County; and Red Lake Falls in Red Lake County.

 The Red River Valley Juvenile Center (RRVJC) located in Crookston, MN, is currently accepting Non-Secure & Secure detention placements from member & non-member counties. 

Secure Detention

Law Enforcement may request to place a juvenile 24/7 by contacting the facility at (218) 470-8327.  The Juvenile Custody Officer will request information to complete a Risk Assessment Instrument as required by MN Statute.  The Risk Assessment Instrument will be used to determine if the juvenile may be housed on the Secure side of the facility, may be admitted to the Non-Secure side of the facility, or if alternative options should be considered. 

Probation agencies may request to place a juvenile for Programming or a Behavioral Evaluation by contacting Program Director Kyle Allen at (218) 470-8321 or e-mail at kyle.allen@co.polk.mn.us to discuss placement options.

Non-Secure Detention

COVID-19 PANDEMIC RESPONSE MEASURES

Northwest Regional Corrections Center - updated June 10, 2022

The NWRCC continues to update protocols as information becomes available from the Minnesota Department of Health and Center for Disease Control.

  • Inmate programs and services will be held in person and via Zoom for volunteers who are unable to enter the jail.
  • Work Release and Sentence-to-Service (STS) Programs are operating, though may be limited in numbers.
  • If you are scheduled to report to jail and are currently employed and planning to participate in Work Release, please contact Jail Administrator Joey Pederson at (218) 470-8166 to ensure that space is available. 
  • COVID vaccinations are available to all inmates on a weekly basis.
  • Face masks must be worn by inmates in isolation status and during the admission process.
  • Additional restrictions will be imposed as needed, such as increased prevalence in the community or an increase in positive cases within the jail.

  • All Tri-County Community Corrections offices (East Grand Forks, McIntosh, Crookston, Red Lake Falls and Ada) are currently open.
  • Masks are required for persons who report symptoms or who have been a close contact of someone with COVID.
  • Staff facilitated groups have resumed, though may be limited in size.
  • If you are sick, stay home and contact your agent for reporting instructions.
