Tri-County Community Corrections was formed in 1976 through Joint Powers Legislation and provides correctional services to the communities of Norman, Polk and Red Lake Counties. The three counties are located in northwestern Minnesota and have a combined population of 42,541 according to the 2010 census. Population centers are East Grand Forks and Crookston in Polk County; Ada in Norman County; and Red Lake Falls in Red Lake County.

Updated February 21, 2024 The Red River Valley Juvenile Center (RRVJC) located in Crookston, MN, is currently accepting Non-Secure & Secure detention placements from member & non-member counties. Secure Detention Law Enforcement may request to place a juvenile 24/7 by contacting the facility at (218) 470-8327. The Juvenile Custody Officer will request information to complete a Risk Assessment Instrument as required by MN Statute. The Risk Assessment Instrument will be used to determine if the juvenile may be housed on the Secure side of the facility, may be admitted to the Non-Secure side of the facility, or if alternative options should be considered. Probation agencies may request to place a juvenile for Programming or a Behavioral Evaluation by contacting Program Director Kyle Allen at (218) 470-8321 or e-mail at kyle.allen@co.polk.mn.us to discuss placement options.
